Congress passed the Workforce Investment Act (WIA) of 1998 and President Clinton signed it into law on August 7, 1998. The cornerstone of WIA is its One-Stop Customer Service Delivery System. The One-Stop System assures coordination and will allow for a central point of entry to job training programs, providing a "no wrong door" approach to service delivery.
Anyone desiring services will have access to core employment-related services, including job search assistance, and labor market information that identifies job vacancies, skills needed for in-demand occupations, wages paid, and employment trends. Training will be provided to participants primarily through the use of individual training accounts (vouchers) in an effort to maximize consumer choice.
