Integrity Line

What is the Integrity Line?
The Integrity Line is a telephone hotline to report unethical, fraudulent, or illegal acts by City of Atlanta officials, employees, and contractors.

When should I call the Integrity Line?
You should speak up to report

  • conflicts of interest
  • theft and fraud
  • accounting and audit irregularities
  • misuse of city property
  • inappropriate gifts and gratuities
  • improper dealings with customers and vendors
  • illegal harassment and discrimination
  • threats or violence 

What isn't covered by the Integrity Line?
Customer service complaints, personnel-related matters, state campaign contributions, problems that occur in other cities or counties, and fraud unrelated to city government.

Who takes the calls?
The City has contracted with an independent company, The Network, to operate the call center.  The call center is based locally in Norcross, Georgia.

When can I call?
The Integrity Line operates 24 hours a day, 365 days a year.

Can I remain anonymous?
Yes.  You do not have to give your name.

What happens when I call?
A trained interviewer will ask questions to elicit facts that will enable the City to investigate your complaint.

Can I file a written complaint?
Yes.  You may file your complaint online at www.tnwinc.com/webreport

How does the City learn about my complaint?
The Network sends a written report on your call or online complaint within 24 hours to the Ethics Officer, City Auditor, and Compliance Manager.

What happens to the report?
The City will conduct a thorough analysis of each complaint.  Depending on the information available, the case may be investigated by audit, ethics, or compliance staff, referred to law enforcement agencies, or referred to the relevant city department.  Enforcement actions may be recommended to the Board of Ethics or city management staff.

Is there any follow up with anonymous callers?
Each anonymous caller is given a case number and asked to call back in 10 days to answer any questions raised by the preliminary investigation.

Why should I call?
Integrity does matter.  Being honest and trustworthy in our dealings with each other and with citizens makes our City a better place to work and live.

What is Integrity Matters?
Integrity Matters is an educational program to encourage all employees to engage in ethical behavior and to report any wrongdoing by city officials, other employees, or contractors. 

What is the program’s purpose?
It is intended to motivate city employees to be honest in their work and dealings with the public and to speak up if they see others commit dishonest or illegal acts.

Where do employees report misconduct?
Employees are encouraged to talk with their supervisor.  If that is not possible, they may call the Integrity Line.

What is the difference between the Integrity Matters program and the Integrity Line?
Integrity Matters is an educational program to reinforce the message that the way the City of Atlanta does business is as important as the business it does.  The Integrity Line is a place where individuals may report concerns about the way the City is doing business.

What other ways is the City promoting Integrity Matters?
A variety of media will be used over time:  posters, wallet cards, brochures, fact sheets, website, newsletters, emails, meetings with employees, messages on payroll checks, and water bill inserts.
