Low Income Housing Tax Credit (LIHTC)
This federal program helps developers finance the construction and renovation of affordable rental housing. Read more on the U.S. Housing and Urban Development website, or contact Garnett Brown in the Bureau of Planning at 404-330-6724 for more information.
Tax Allocation Districts (TAD)
This financial tool helps redevelop urban areas without raising taxes in the affected community. Tax-exempt bonds are issued to fund infrastructure improvements and certain development costs, and the increased tax revenue that results from higher property values after the redevelopment is used to retire the debt. Read about the redevelopment plans for Atlanta's six TADs below, or visit the Atlanta Development Authority website for more information. Copies of the redevelopment plans below can be purchased from the Bureau of Planning for $10 (black and white) or $25 (color).
Urban Enterprise Zones (UEZ)
These zones employ tax abatements to encourage development and redevelopment in areas of the city where it might not otherwise occur. More information can be found on our Urban Enterprise Zone page.
