What is an LCI Study and why is it important to me?

The Livable Centers Initiative (LCI) is a planning program offered by the Atlanta Regional Commission that provides grants to local jurisdictions to implement transportation and land development projects with the goal of creating “livable” communities that are more walkable, transit friendly, and consistent with the local community’s vision.

This is an opportunity to express your vision for the future of South Moreland Avenue.  What do you want to see changed or fixed?   What do you want protected or preserved?  Your ideas will be organized into a list of recommendations for projects to be built and implemented.  Since 2000, the LCI program has provided $132 million to communities to implement projects.

Is this a plan that will take my property?

No, the recommendations of the plan will focus on encouraging community supported redevelopment through land use changes and transportation improvements (bike, pedestrian, transit, and car).  Redevelopment of individual properties will ultimately be up to individual property owners. 

Will my taxes go up because of this plan?

This plan will not raise taxes, but over time property values may increase.  The City and community leaders recognize the need, and will work, to find solutions to protect existing and future residents with fixed incomes from being financially pushed out from their neighborhoods.

Who is paying for this study?

The Atlanta Regional Commission awarded the City of Atlanta a grant and the City is, through the Councilmembers Carla Smith and Natalyn Archibong, providing a 20% match to prepare this plan and identify projects for implementation. 

What are the limits of the study area?

The study area starts just north of I-20, extends south to Constitution Road and encompasses about ¼ mile on both sides of Moreland Avenue. 

Who should participate?

Residents, business owners, land owners, civic leaders, visitors and users of the corridor.

Why should I participate?

Your input is critical to defining what is needed and important to residents, businesses and visitors in the corridor.  Without your “local” knowledge and vision, the plan will not reflect the true needs and desires of the community.

How will I benefit?

Projects implemented from the plan will help make South Moreland Avenue a safer, more attractive and vibrant place to live, work and shop.

What will happen at the design workshops?

The design workshops are informal, open-house design sessions where the planning team will be developing initial design concepts.  You are invited to drop-by when convenient to share ideas with the planning team and review design ideas being developed.  These “office hours” are scheduled over three days (December 11-13th) in three locations in the corridor (see schedule of events on front side).

What will happen after the workshops?

The design and planning concepts developed at the workshops will be reviewed by the public and steering committee and revised and refined into a draft plan that defines specific projects and actions for implementation.  The final adoption of the plan will require NPU and City Council approval.

When will this plan be implemented?

The plan will identify a range of projects from streetscape and sidewalk improvements to land use and zoning changes.  The implementation of these projects will occur over the next 5, 10, to 20 years.
