This ordinance is a revision and update of the zoning regulations for Downtown Atlanta. It is the result of a process that began in 2002 and involved the input of property and business owners as well as residents in collaboration with Central Atlanta Progress and the Bureau of Planning. During the process, the Imagine Downtown plan was also completed. Assistance was also provided by consultants Urban Collage, Inc. and Tunnell-Spangler-Walsh & Associates.
Atlanta City Council approved the proposed ordinance on September 4, 2007. It was signed into law by Mayor Franklin on September 12, 2007. The legislation was subsequently amended on November 19, 2007 to include all the pages of the legislation and the pedestrian space plan map.
The new ordinance:

Provides all-new text and illustrations for the Downtown SPI-1: Special Public Interest District

Defines seven unique subareas to preserve the character of individual areas within Downtown

Maintains all properties currently zoned SPI-1 within the updated district

Includes all properties from SPI-2 & SPI-13 (which are deleted by this ordinance) and some from C-4 & C-5 in the updated district

Is not an overlay district; it replaces all former zoning classifications
