Improving the quality of life for all City of Atlanta citizens is a priority for Mayor Kasim Reed and the Department of Planning and Community Development (DPCD). To that end, the City commissioned a landmark residential parcel survey, known as the Strategic Community Investment (SCI) Report. It consists of a comprehensive overview of observed housing vacancy, parcel conditions and neighborhood analysis of over 200 communities in the City of Atlanta. 

Nearly every residential property with one to four housing units was observed and documented using teams of workers who canvassed streets in the City of Atlanta. DPCD is providing unprecedented access of the data to government officials, community organizations, businesses and citizens. The parcel survey did not identify commercial or industrial property. 

The SCI Report includes data from reliable sources such as the Atlanta Police Department, Fulton County tax records and other sources to help draw a picture of the neighborhood characteristics. The housing survey and analysis was coordinated and compiled and developed by Atlanta Property Disposition Solutions, LLC. (APDS).

Conditions Report 

This report is a supplemental overview of real property conditions in Atlanta. It is an excerpt from the Strategic Community Investment (SCI) Report. To develop this report, the APD Solutions team was commissioned by the City of Atlanta Office of Housing to survey and analyze the City’s housing conditions. In December 2011, a strategic method of approach to assessing the city’s neighborhoods was established. The scope of work was determined to include two phases:
• Phase I - An existing conditions survey of all residential properties within the municipal limits of the City of Atlanta.
• Phase II - An assessment of each neighborhood to determine the investment feasibility.
This report provides a breakdown of the total housing units and demonstrates the challenging trends facing the City of Atlanta’s housing stock. The consultant team developed several citywide conditions maps that are inserted throughout the narrative. In addition, there are neighborhood specific maps included in the appendices that illustrate the circumstances that were found. This information provides a comprehensive and objective assessment of both the positive and negative trends affecting the City’s neighborhoods, allowing for an accurate view of this snapshot in time. The findings contained in this report provide critical information on the economic challenges and opportunities regarding the physical status of residential structures and lots in neighborhoods throughout the city. This body of work also provides a valuable reference point to document evidence of investment or disinvestment that is occurring in the city as we move into the future. (Full Conditions Report.)


Neighborhood Conditions Maps 

For conditions maps of each of all neighborhoods included in the report, please visit the Neighborhood Parcel Maps page. The maps include color coding of conditions, neighborhood investment area typology, occupancy, and parcel counts.


Neighborhood Waves 

This tool is available to assist users of the SCI Report in grouping their chosen investment area with similarly performing areas. Neighborhood Waves are available for each neighborhood and for each of the eight typologies.The thematic colors for the eight typologies or waves range from green hues representing high performance and low risk, yellow hues reflecting performance at or near the city-wide average, and red hues to symbolize fragile investment performance with higher levels of risk. The raw scores representing the 25 neighborhood factors are also available for each neighborhood in the appendix of the report.
