Mayor Shirley Franklin today announced Donna Owens as the Deputy Commissioner of Solid Waste Services. Franklin said, "I am pleased to have Donna join our staff. She will be key in accomplishing the overhaul of our solid waste program.”
Owens has extensive experience in the field of solid waste. Prior to accepting the position with the City of Atlanta, she served with the Washington, D.C. Department of Public Works. She successfully directed and coordinated the operation of the Street and Alley Cleaning Division. Owens established the objectives of the division’s programs; implemented short and long –range planning goals and objectives; managed an annual budget of $10 million dollars; and provided leadership and supervision for 332 employees.
Owens has also served as the Solid Waste Analyst for the Baltimore, MD Department of Public Works. Her duties included supervising the planning, scheduling and coordination of cleaning and maintenance services (i.e. street and alley cleaning, bulk trash removal, graffiti removal, lot cleaning, eviction chattel removal, fire debris, rodent control and special clean ups).
In accepting the appointment, Owens said “I am very pleased to have this opportunity to continue my career as a public servant in the great city of Atlanta. I look forward to working with the Department of Public Works team as we strive to enrich the quality of life for Atlantans."
