Mayor Franklin signs Memorandum

of Understanding with AFSCME

Today Mayor Shirley Franklin signed a Memorandum of Understanding (MOU) with the American Federation of State, County and Municipal Employees (AFSCME) Local 1644. Mayor Franklin said, "After months of meeting with AFSCME representatives and in recognition of the workers who are committed to this, we developed and proposed the agreement which I have signed today."

The Memorandum of Understanding (MOU) is designed to promote harmonious relations, cooperation, and understanding between the Mayor, AFSCME and the covered employees.  The MOU serves to ensure the well-being and continuous development of employees and the efficient operation of their departments; establishes an understanding on personnel policies, practices and procedures involving wages, hours and other conditions of employment; and provides a means for amicable discussion and reconciliation on matters of mutual interest.  The fundamental precept is to cultivate a stronger partnership through Meet & Confer Sessions and discussions, thereby elevating AFSCME participation working with the City to improve the delivery of quality customer service to Atlanta’s residents.

The agreement will become effective when signed by AFSCME Local 1644 representatives.
