City of Atlanta Presents Successful Results of Permitting Improvement Project

Permitting Report

Today, the City of Atlanta Permitting Improvement Project Team held a press conference to present Mayor Franklin with the results of the two year Permitting Improvement Project.

Over the last decade, Atlanta experienced phenomenal growth.  In 2004, with the existing dramatic increase in population growth and the expected expansion of economic development in Atlanta, Mayor Franklin accepted Bain and Company’s proposal to implement a pro-bono research and develop a New Century Economic Development Plan (EDP).  The plan researched and recommended goals to boost economic development opportunity in the City. Five of the seven targets were directly or indirectly affected by building permitting processes and demonstrated that the building permitting process did not fully promote development in the City.  As a result of these findings, Mayor Franklin asked Bain and Company to perform a detailed assessment of the Bureau of Buildings and permitting process and formulate recommendations for improvements.

Mayor Franklin appointed Luz Borrero, Deputy Chief Operating Officer to implement the changes in leadership, technology and business processes outlined in Bain and Company’s assessment.  After 24 months of work by Luz Borrero and the Permitting Improvement Project Team, the project has met successful conclusion. All 32 initial Bain recommendations have been successfully implemented, as well as 15 recommendations made by the Project Team.  Multiple technology, business process, and customer service improvements have been accomplished, however the most significant achievement made was the primary objective, to reduce time to permit.  Since the permitting improvement project began, time to permit has been reduced by more than 50%.

The City of Atlanta’s successful completion of the Permitting Improvement Project has provided a new efficient permitting process in the Bureau of Buildings that will contribute to a strong foundation of economic development in Atlanta.

“These permitting process improvements will make it easier for our customers to do business with the City all while maintaining and enhancing the quality of life that Atlantans have come to appreciate,” said Mayor Franklin.
