The city has been working on this problem since we signed the first consent decree in 1998. We have spent millions of dollars and countless hours developing a plan to meet the standards required by the consent decrees. While I cannot speak to the period prior to my election, since my election, the city council has been briefed every step of the way. They have had full access to me and to staff. Some Councilmembers actually attended the public meetings and the meetings of the Clough Panel. I expect council will ultimately make a sound decision on this matter and I await their policy decision. I remain committed to meeting the terms of the consent decree and ensuring clean water.
Since proposing the rate increase, and because of our concern for the impact on ratepayers, especially low-income rate payers, we support the conservation life-line amendment proposed by Councilmember Clair Muller, which will maintain existing rates for usage under three CCFs (or under 2250 gallons) and kick in the rate increase above that level.
I remain committed to the goal of clean, affordable, available drinking water and wastewater services over the course of the next two years of my term. I will work to garner resources from Fulton County, the State of Georgia, and the Federal government.
As with the previous work sessions, the staff of the Watershed Management and Finance Departments will be available to answer questions.
