Mayor Keisha Lance Bottoms Provides Update on City of Atlanta Ransomware Cyberattack

ATLANTA - Mayor Keisha Lance Bottoms joined Chief Operating Officer Richard Cox and Interim Chief Information Officer Daphne Rackley today to provide an update on the City’s efforts to resolve a ransomware cyberattack.  Mayor Bottoms provided an update on City operations and precautionary measures employees and customers should take while the City works to restore applications that have been disabled. 

“The safety and security of our employees and customers remains our top priority. We are working around the clock to work through this ransomware cyberattack and we ask for your patience as we implement business continuity measures,” said Mayor Bottoms. “I want to thank the Department of Atlanta Information Management, my senior team, our federal partners, Microsoft and Cisco for their hard work and focus on this issue.”

At this time, there is no evidence to show that customer or employee data has been compromised.  However, customers and employees are encouraged to take precautionary measures to monitor and protect their personal information. In the coming days, the City will offer employees additional resources if needed.

While some customer applications are disabled as the City works to resolve this incident, business continuity measures have been implemented.  

Details on available city services are as follows:

Public Safety

The Atlanta Police Department and Atlanta Fire Rescue Department have not been impacted by the ransomware cyberattack and 911 is still operational. 

Department of Watershed Management

  • All water and wastewater treatment services are not impacted.
  • Water quality and maintenance are not impacted.
  • New water service requests are being processed.
  • Water and sewer emergency maintenance service requests should be submitted by calling 311.
  • The Department is still renewing hydrant meters and accepting returns, however, no new water meter sales will be processed.
  • Site development services/reviews (water, sewer and stormwater plan reviews) are still operational.

Municipal Court

  • In-custody calendar (defendants who have been arrested and taken into custody by the Department of Corrections) were seen today at 8 a.m. and 1 p.m. today, and will be seen Sunday using manual tickets in compliance with GA law.
  • Reset forms and change of address forms can be completed in person at the Court during normal business hours. 
  • Currently, the Court does not have the ability to process ticket payments (online or in person).
  • The Court is not able to validate warrants originated from the Court. 
  • Customers who were set for court will not be penalized during this time.  No FTAs for cases that were set during this time will be generated and all cases will be automatically reset.
  • The Court will not be conducting walk-in FTA Court until the cyberattack is resolved.

ATL311

  • ATL311 is operational. Residents and customers can still call and make service requests over the phone.
    • Active service requests include:
      • Trash 
      • Recycling
      • Yard Trimming
      • Emergency traffic signals/signs
      • Potholes
      • Graffiti
      • Other Department of Public Works services
  • Requests for Watershed Management emergency water and sewer infrastructure concerns are being phoned into the department’s dispatch.
  • Code enforcement requests are still being processed.
  • ATL311 is not able to process inquiries on Watershed Management billing inquiries, new water service requests, and water service disconnections.
  • The ATL311 portal has not been compromised, however, the ability to make service requests through the website has been disabled.

 Department of Procurement 

  • No significant impacts on solicitations are anticipated.  
  • Contracts will continue to be processed and the Department continues to work on gaining access to Oracle in order to issue purchase orders. 

Department of City Planning

  • No significant operational impacts at this time.
  • The Department is able to process permits and fees.  They are also conducting inspections. 
  • Inspection assignments are slower, but operational.

Department of Public Works

  • Solid waste pick-up is on schedule.
  • No other operations are affected.

Department of Human Resources

  • Applications for new employment are suspended.

Department of Corrections

  • The Department is processing inmates manually. There are no other operational impacts.  

Department of Parks and Recreation

  • No operational impacts.
  • The Department is manually reviewing permits and event applications. 
  • Customers can safely utilize the Department’s online system, iPARCs.

Department of Aviation

  • No operational impacts.
  • Public Wi-Fi has been disabled out of an abundance of caution. 

Atlanta Housing Authority

  • The Authority has not been affected and there are no operational impacts.
