Mayor Keisha Lance Bottoms Issues Statement on Passage of Bonus Reform Legislation

ATLANTA—Mayor Keisha Lance Bottoms issued the following statement on today’s passage of legislation expanding oversight of the awarding of performance bonuses for City of Atlanta personnel.

“As with the private sector, our Administration has worked to create a fair and transparent process, now establishing criteria and metrics that justify performance awards,” said Mayor Bottoms. “This legislation cements accountability in the process.”

Last year, Councilmember Marci Overstreet carried the legislation for Mayor Bottoms that outlined performance and accountability standards in the awarding of employee bonuses.

 

Among the highlights of the legislation:

·       The establishment of guideline standards and criteria for the Mayor or designee, Council members and Council President, defining a method in which awardees are selected, and restricting the issuance of bonuses to only full-time employees.

·       No employee may receive more than one performance bonus per year, and no employee may receive a performance bonus payment in a gross amount over ten percent of the employee’s annual base salary.

·       Prior to the award of any bonus, the Chief Financial Officer must certify that sufficient funds are available for that department.

·       The CFO will prepare an annual report of all bonus payments.

·       Performance bonuses shall not be considering in calculating an employee’s pension entitlement.
