Atlanta Urban Development Corporation (AUD) Issues RFQ for Phase I of Thomasville Heights Redevelopment
ATLANTA— Mayor Andre Dickens and Atlanta Urban Development Corporation (AUD) announced the release of a Request for Qualifications (RFQ) seeking development partners for the redevelopment of Thomasville Heights in southeast Atlanta. Phase I of the development is a 7.86-acre parcel fronting McDonough Boulevard, between Welch Street and Moreland Avenue. AUD envisions the development as one that prioritizes the provision of family housing and is expected to include a mix of detached single-family residential and townhomes, with some mix of rental and homeownership units, and affordable and market-rate housing.
The Thomasville Heights redevelopment project is an important early component of a multiphase, multiyear comprehensive neighborhood revitalization initiative led by community members, and supported by the Community Foundation for Greater Atlanta (CFGA), Atlanta Housing, MARTA, Invest Atlanta, Atlanta Public Schools, Focused Community Strategies (FCS), United Way, Park Pride, PATH Foundation, and Career Rise, among others.
“Launching this RFQ process is another step toward restoring Thomasville Heights back to the community it was always meant to be. This development will bring more affordability and equity to Southeast Atlanta and create a pathway back for former Forest Cove residents while ensuring they have the safe and secure housing they deserve. Thank you to everyone involved in this group project and I look forward to this once again being a vibrant, flourishing area of our city,” said Mayor Dickens.
The RFQ went live on March 14, 2024, on the AUD website (atlurbdevco.com), and respondents should return submittals by Wednesday, May 1, 2024, at 11:59 PM ET by emailing completed packages to admin@atlurbdevco.com.
“AUD is proud to present the Thomasville Heights development opportunity to the development community on behalf of Atlanta Housing and the City of Atlanta. This project is a wonderful step toward fulfilling the vision for the future set forth by the residents of the Thomasville Heights community,” added AUD CEO John Majors.
Once the RFQ closes, AUD will evaluate responses and engage one or more respondents that are deemed most qualified to execute the City’s vision.

About Atlanta Urban Development
In pursuit of the Mayor’s goal to build or preserve 20,000 units of affordable housing by 2029, the City of Atlanta and Atlanta Housing have collaborated to create the Atlanta Urban Development Corporation (Atlanta Urban Development, or AUD), a non-profit subsidiary of the housing authority positioned to lead housing developments on publicly owned land.
AUD is a specialized nonprofit tasked with turning public land assets into attractive, amenity-rich, mixed-income housing developments that offer quality, affordable, stable homes for all Atlantans. AUD is positioned to work flexibly with both private-sector developers and public-sector land-owning agencies to realize new developments that will have a positive impact on tenants, neighborhoods, and the city as a whole. The AUD model prioritizes long-term affordability and public control of assets via a new model of public land development. At the same time, it can achieve affordability goals without relying on scarce, over-tapped resources by offering a unique toolkit of financial resources.
