City of Atlanta and Atlanta Police Department Announce Arrest for City Hall Property Theft

ATLANTA – The City of Atlanta and the Atlanta Police Department (APD) announced today that APD arrested a Marietta resident, Terry Ulysses Morris, on September 21, 2017 for stealing four large placards on display in Atlanta City Hall. The placards were placed in the atrium by the Mayor’s Office on September 20 in response to a policy proposal from City Council President Ceasar Mitchell. 

After reviewing security surveillance footage, the Atlanta Police Department was able to identify Morris as the person who took the signage shortly after they were placed on display on September 20.

APD went to the Ceasar Mitchell for Mayor campaign headquarters on Joseph E. Lowery Boulevard Thursday afternoon where they were able to locate Morris.

Morris was taken to Atlanta Police headquarters, where he was charged with misdemeanor theft by taking. He was then transported to the Fulton County jail for booking.

Morris has previous arrests by APD. In October 2002, he was charged with reckless conduct, burglary and felony obstruction of officers. At the time, he had outstanding warrants with the Roswell Police Department for larceny and forgery in the first degree and Cobb County for battery and giving false information. In August 2008, Morris was arrested by APD for financial transaction card fraud and criminal attempt to commit financial identify fraud.
