Mayor Kasim Reed Names New Acting Chief Financial Officer
J. Anthony “Jim” Beard brings more than 20 years of public and private sector experience
ATLANTA -- Mayor Kasim Reed announced Monday that J. Anthony “Jim” Beard has been appointed as the new Acting Chief Financial Officer for the City of Atlanta. Beard joined the City of Atlanta in 2010, serving as the Deputy Commissioner and Chief Financial Officer for the Department of Watershed Management.
“I am confident that Jim Beard is the right person to continue guiding Atlanta toward an even stronger financial position,” said Mayor Kasim Reed. “While at the Department of Watershed Management, Jim performed capably as he addressed billing issues head on and overhauled the department’s customer service function. When we conducted our national search to find a CFO for Atlanta, he was one of three finalists, and I know he will be a strong fiscal steward for Atlanta as the new Chief Financial Officer.”
As the Deputy Commissioner and Chief Financial Officer for the Department of Watershed Management, Beard oversaw the Bureaus of Financial Administration and Management, providing centralized financial and administrative support for the city’s multibillion dollar water and sewer systems. In this leadership role, he maintained the department’s budget, and coordinated the oversight of the business systems used within the department to provide effective and efficient service to Atlanta residents.

Prior to joining the City of Atlanta, Beard, who is a Certified Treasury Professional and holds certificates in international and domestic bank management, served as the Treasurer for the Palm Beach County, Fla., Clerk and Comptroller. In that position, he was responsible for the management of a $2 billion cash and investment portfolio and a $1.7 billion fixed income debt portfolio which financed infrastructure projects. Prior to his appointment as the Palm Beach County Clerk and Comptroller Treasurer, Beard served as a Principal, Chief Financial Officer and Investment Banker for a nationally recognized public finance and investment banking firm.
Additionally, Beard has held various finance and management positions at public companies in the financial services and retail sectors. He has also served as a guest columnist, public speaker and panelist at many conferences and workshops offering his expertise and insight on finance related topics. He attended the U.S. Coast Guard Academy in New London, Conn., and received dual bachelor’s degrees, with high honors (magna cum laude), in Finance and International Business from Florida International University and earned his Master’s of Business Administration from the J. L. Kellogg School of Management at Northwestern University.

Jim’s understanding of the operational side of government is a rare quality in someone whose expertise is finance, and he will be a serious asset to the City's residents and business community. Angelo Veney has been appointed as the Interim Deputy Commissioner of Bureau of Finance and Management for the Department of Watershed Management. Veney has more than 20 years of experience in finance, budgeting and auditing. Previously, he served as the Senior Director of Financial Administration for Watershed Management. For the last four years, he has overseen all areas of finance including budgeting, financial analysis, revenue forecasting and internal audit.
Prior to joining the City of Atlanta, he was a Senior Finance Consultant for Callaway Partners. Veney worked several years for Cingular Wireless, Delta Air Lines and Burlington Northern Railroad in various finance roles. He received his Bachelor of Science in Management Science from Virginia Tech and earned his MBA in Finance from Clark-Atlanta University.
Stefan Jaskulak will remain as Deputy Chief Financial Officer for the City of Atlanta.
Beard’s appointment as CFO is subject to confirmation by the Atlanta City Council.
