Overview of Program: 

The Atlanta Urban Enterprise Zone (UEZ) was established in 1983 to stimulate economic investment with a tax expenditure tool. In combination with state law, Atlanta has used the UEZ over the years to encourage business development, affordable housing, and neighborhood revitalization. The UEZ Program offers qualifying entities a property tax abatement and reduction in return for creating jobs, affordable housing, and other community benefits in designated areas of the City within Fulton County. There are three documents that govern the UEZ. 

Program Goals 

Mission: To promote inclusive growth by abating property taxes in return for meaningful investment in Atlanta’s workers, affordable housing, and neighborhoods. 

The two main outcomes for the UEZ Program is affordable housing and quality jobs. Aside from those, the UEZ requires recipients of the tax abatement to provide additional community benefits as part of the housing development or at the place of business. Community benefits are identified in partnership with key stakeholders and scaled to each type of UEZ track. Community benefits are included as deliverables in the legal agreement and monitored for compliance. 

Examples of community benefits include: 

  • Increased stormwater retention through greening 

  • Set aside housing units for urban farmers or growers 

  • Sustainable development certification 

  • Universal design units 

  • Transportation demand management 

  • Healthy food access points 

  • Wage and time off standards 

  • Local hiring standards
