Atlanta’s Brownfields Grant Program

The goals of the City of Atlanta’s Brownfield Program are to improve the quality of life, revitalize neighborhoods and increase the City’s tax base by encouraging sustainable redevelopment of brownfield sites, protecting human health and the environment, supporting the retention and attraction of jobs, maximizing the effectiveness of the Brownfield Program through collaborative efforts; and educating and engaging with the community.

The City of Atlanta Brownfield Program is funded with EPA Brownfield grants. Since the EPA Brownfield Program started in 1996, the City of Atlanta has been awarded 7 Assessment Grants, 2 Brownfield Revolving Loan Fund Grants, a Cleanup Grant and an Area Wide Planning Grant, totaling $11.7M. This page provides information on current and recently completed EPA brownfield grants.

What is a brownfield?

A brownfield is a property where expansion, redevelopment or reuse may be complicated by the presence or potential presence of a hazardous substance, pollutant or contaminant.

Brownfields Revolving Loan Fund

The City of Atlanta and Invest Atlanta Brownfield Revolving Loan Fund (BRLF) program provides financing for brownfield remediation of eligible projects within the Atlanta city limits. It offers loans to private property owners and subgrants to non-profits, who are the sole owner of the contaminated site, to support remediation required for site cleanup of a brownfield site.

The Brownfield Revolving Loan Fund Program Guidelines and Procedures Manual, the BRLF Program Application, Fact Sheet and Flow Chart provide information about program requirements and procedures, environmental cleanup requirements, and site/borrower eligibility.

Brownfields Assessment Program

The City of Atlanta has been awarded a FY EPA 2025 Brownfields Assessment Grant. With the grant, the City seeks to promote redevelopment of brownfield sites in Target Areas by providing no-cost Phase I and Phase II Environmental Site Assessments (ESAs), hazardous materials survey and cleanup planning for select brownfield properties.

Sites to be assessed are expected to come primarily from the following Target Areas in the City: Groundwork Atlanta (NPUs D and G), the Proctor Creek Watershed, the Atlanta Area-Wide Plan (AWP)/Murphy Triangle area, and Jonesboro Road. These areas have been identified through previous brownfield programs, economic development plans, and strategic planning efforts. Good candidates for ESAs meet the definition of a brownfield, will be redeveloped in the near-term, and will bring jobs/employment or affordable housing to the area. Please note that ESAs can’t be kept confidential.
