Project Summary
The City of Atlanta Brownfield Revolving Loan Fund (BRLF) Program provided The Middle Housing Company a loan for the remediation of 2079 Bolton Road NW.
The City of Atlanta and Invest Atlanta BRLF program finances brownfield remediation of eligible projects within the Atlanta city limits. It provides loans to private property owners and subgrants to non-profits to support remediation required to cleanup a brownfield site.
The US Environmental Protection Agency (EPA) awarded the City of Atlanta a FY2022 Bipartisan Infrastructure Law (BIL) Brownfield Revolving Loan Fund (BRLF) grant to capitalize its Brownfield Revolving Loan Fund program.
What is a Brownfield?
A brownfield is a property where expansion, redevelopment or reuse may be complicated by the presence or potential presence of a hazardous substance, pollutant or contaminant.
The Middle Housing Company
The Middle Housing Company, an Atlanta based residential building company, builds duplexes, triplexes, townhomes, cottage homes and small apartment buildings at infill locations and in the proximity of employment areas, transit and neighborhood services and amenities. They applied for a BRLF Loan for the remediation of 2079 Bolton Road.
2079 Bolton Road NW- Ralph's Auto Repair/Service Station Remediation
2079 Bolton Road NW is a 1.36 acre parcel in the Riverside neighborhood of NPU D and Council District 9. A filling station and auto repair facility operated there from the mid-1950s to the 1980s. It operated as an auto repair facility and junkyard until 2014.
Environmental Assessments have been completed at the site in anticipation of site redevelopment. Underground Storage Tanks (USTs) were identified along the Bolton Road frontage with ground penetrating radar. Soil samples, analyzed as part of a Phase II Environmental Site Assessment, identified the solvent tetrachloroethene (PCE) at concentrations exceeding the Georgia Environmental Protection Division (EPD) Residential Standards.
As part of the site remediation, the USTs will be excavated as well as the soils beneath the tanks. The soils around samples with PCE located will be excavated. An estimated 2,600 tons of soil will be excavated and disposed of at a permitted landfill. Clean fill will be brought into the site and placed in the excavated areas. After remediation, the Middle Housing Company will build townhomes.

Cleanup Documents
The City of Atlanta’s Qualified Environmental Professional prepared several environmental documents required by EPA for sites receiving Brownfield Revolving Loan Program funding. These are:
- The Analysis of Brownfield Cleanup Alternatives (ABCA), and
- The Site-Specific Quality Assurance Project Plan (SSQAPP).
Cleanup Costs
A BRLF loan to the Middle Housing Company for $500,000 will pay for the remediation costs.
