Brownfield Revolving Loan Fund (BRLF) Subgrant

Project Summary

The City of Atlanta Brownfield Revolving Loan Fund Program provided The Conservation Fund (TCF), a national non-profit organization, a subgrant for the remediation of 3724 Forrest Park Road.

The US Environmental Protection Agency (EPA) awarded the City of Atlanta a FY2022 Bipartisan Infrastructure Law (BIL) Brownfield Revolving Loan Fund (BRLF) grant to capitalize its Brownfield Revolving Loan Fund program.

The City of Atlanta and Invest Atlanta BRLF program finances brownfield remediation of eligible projects within the Atlanta city limits. It provides loans to private property owners and subgrants to non-profits to support remediation required to cleanup a brownfield site.

What is a Brownfield?

A brownfield is a property where expansion, redevelopment or reuse may be complicated by the presence or potential presence of a hazardous substance, pollutant or contaminant.

The Conservation Fund

For over 20 years, The Conservation Fund has been the primary acquisition partner for the City of Atlanta’s Department of Parks & Recreation to create and expand greenspaces. TCF has made more than 100 acquisitions that have created or expanded 58 greenspaces, resulting in the protection of 900 acres of land.

In 2022, working with the City of Atlanta Parks and Recreation and the South River Gardens Neighborhood, The Conservation Fund purchased 3724 Forrest Park Road for future use as a City of Atlanta park. With its proximity to schools and nearby neighborhoods, the acreage provides space for creating a park with multiple uses for neighborhood residents.

3724 Forrest Park Road Remediation Plan

3724 Forrest Park Road SE is a 3.65 acre parcel in the South River Gardens neighborhood of NPU Z and in Council District 12. The parcel was previously developed with a single family house, a steel frame Quonset hut structure and a garage. The garage and Quonset hut were used for automotive repair and automotive painting for 40 years.

As part of Environmental Assessments, soil samples collected in the vicinity of the Quonset hut detected Chromium above Georgia Environmental Protection Division’s Risk Reduction Standards (RRS1) for Residential Use.

In the Fall of 2023 contaminated soil was excavated around the Quonset hut. However, additional soil samples collected in February 2024 and in March 2025 detected Chromium above the Type Risk Reduction Standards (RRS1) for Residential Use. Additional soil needs to be excavated from the site to remove the contamination in preparation for the site’s future use of a park.

Note: Additional excavation is needed to address remaining Chromium impacts identified in 2024 and 2025 sampling.

Cleanup Documents

The City of Atlanta’s Qualified Environmental Professional prepared several environmental documents required by EPA for sites receiving Brownfield Revolving Loan Program funding:

Analysis of Brownfield Cleanup Alternatives (ABCA): Includes a review of the site’s history, exposure analysis, cleanup objectives and cleanup alternatives. The most effective cleanup option is removal of contaminated soil to limit impacts to human health and the environment.
Site-Specific Quality Assurance Project Plan (SSQAPP): Outlines participants involved and their roles in the cleanup, cleanup activities to be conducted, data quality objectives, sampling design, analytical sampling methodologies, and QA/QC requirements.

Cleanup Costs

A BRLF subgrant to The Conservation Fund for $100,000 will pay for the remediation costs.
