884 McDonough Boulevard — Asbury Pointe Cleanup Loan

Project Summary

The City of Atlanta Brownfield Revolving Loan Fund (BLRF) Program is providing a loan to Wendover Housing / Asbury Pointe LLC, a real estate development company specializing in multi-family affordable and workforce housing, for the cleanup of 884 McDonough Boulevard. The 5.26-acre parcel is located in the Custer/McDonough/Guice neighborhood of NPU-W and in Council District 1.

The U.S. Environmental Protection Agency (EPA) awarded the City of Atlanta a FY2022 Bipartisan Infrastructure Law (BIL) Brownfield Revolving Loan Fund (BRLF) grant to capitalize its Brownfields Revolving Loan Fund program.

The City of Atlanta and Invest Atlanta BRLF program finances brownfield remediation of eligible projects within the city limits. It provides loans to private property owners and subgrants to non-profits to support remediation required for site cleanup of a brownfield site.

What is a Brownfield?

A brownfield is a property where expansion, redevelopment, or reuse may be complicated by the presence or potential presence of a hazardous substance, pollutant, or contaminant.

Wendover Housing — Asbury Pointe

Wendover will build Asbury Pointe, a 102-unit affordable housing multi-family development, at this site.

884 McDonough Cleanup Plan

Between 2021 and 2022, fill dirt collected from sewer line replacement projects throughout DeKalb County rights-of-way was placed in the southwest and central area of the property. Soil samples of the fill collected as part of a Phase II Environmental Site Assessment indicated the presence of contaminants at a concentration in excess of the Georgia Environmental Protection Division (EPD) Notification Concentrations (NC).

The cleanup objective is to protect human and environmental health by excavating and transporting impacted soils for proper off-site disposal. The contaminated soils will be further delineated, excavated, characterized, and disposed of at a properly permitted facility. The total volume of impacted soil to be excavated is approximately 1,400 tons. Clean fill will be imported into the site and placed in the excavation to match surrounding grades.

Note: Work will follow approved health and safety practices and all applicable federal, state, and local requirements.

Cleanup Documents

Analysis of Brownfield Cleanup Alternatives (ABCA): Reviews site history, exposure analysis, cleanup objectives, and alternatives. The most effective option for this site is removal of contaminated materials to limit impacts to human health and the environment.
Site-Specific Quality Assurance Project Plan (SSQAPP): Outlines participants and roles, cleanup activities, data quality objectives, sampling design, analytical methods, and QA/QC requirements.

Cleanup Costs

A loan to Wendover Housing / Asbury Pointe LLC for $550,000 will finance the site cleanup.
