Department Of Corrections
Chief Elder Dancy oversees the overall operation and administration of the Atlanta City Detention Center, Grady Hospital Detention, and carries out the mandate of the Atlanta Municipal Court. His responsibilities also include providing essential services to vulnerable citizens during emergencies and critical incidents, as well as working collaboratively with stakeholders to achieve a safer community. Additionally, he manages a $20.2 million budget, and approximately 200 employees.
A Mississippi native, Chief Dancy began his law enforcement career with the City of Atlanta Police Department as a police recruit. After 30 years of service in various high-level managerial roles, he retired as the Deputy Chief of the Police Department’s Community Services Division, where he oversaw airport safety operations at Hartsfield Jackson Atlanta International Airport, Special Operations tactical units, the Community Oriented Policing Section (COPS) and Code Enforcement. Chief Dancy also played an integral role in coordinating key public safety functions to ensure preparedness for the 2019 Super Bowl.
Chief Dancy earned a Bachelor of Science in Criminal Justice from Grambling State University and a Master of Science in Public Safety Administration from Columbus State University. He is a graduate of the Senior Management Institute for Police and the Atlanta Police Leadership Institute Tier 5 program. Chief Dancy is a proud resident of the City of Atlanta.
Natasha Johnson
Deputy Chief
Detention Services Division
Natasha Johnson grew up in Atlanta and graduated from Atlanta Public Schools. She worked her way up to Deputy Chief of the Detention Services Division with 20 years of service. She oversees the security operations, booking, and information technology for the detention center. The Detention Services Division also provides and coordinates a variety of inmate services and programs. The division is also responsible for boarding federal detainees awaiting pretrial court proceedings, trials, or sentencing in other jurisdictions.
Timothy Quiller

With over three decades of dedicated service to the City of Atlanta, Deputy Chief Timothy Quiller is a seasoned leader who brings a wealth of law enforcement expertise to the Department of Corrections. Before joining the Department of Corrections in 2023, Deputy Chief Quiller was responsible for ensuring that the Atlanta Police Department effectively utilized organizational strategies and problem-solving techniques to address systemic issues in underserved communities. Today, Chief Quiller oversees all administrative and support services for the Department of Corrections. Committed to providing exceptional customer service and oversight. He is a member of Georgia Association of Chiefs of Police, National Organization of Black Law Enforcement Executives and life member of Kappa Alpha Psi Fraternity Inc. Chief Quiller strives to improve the community he lives by volunteering for various organizations and being an active neighborhood member.
Kawanna Williams
Director
Program Management
Director Kawanna S. Williams is the Commander of the Fiscal, Career Development, and Storage Management teams with the City of Atlanta Department of Corrections. She has over 28 years of governmental experiences, to include Human Resources and Juvenile Programs in her background. Director Williams is a current Doctoral Student, and previously mastered degrees in Organizational Management (B.A.), Learning and Teaching Technology (M.A.). She also is a Certified Senior Instructor III and Master Resilience Instructor, with the State of Georgia Peace Officer Standard and Training. Kawanna Williams is wife, mother and daughter, heavily dedicated to her family and friends. Her all-embracing involvements and steadfast dedication to others position her as a significant figure in the continued development and public safety operational excellence of the City of Atlanta.
Christy Jones
Captain
Captain Christy Jones is a 31-year veteran of the City of Atlanta Department of Corrections. A graduate of the University of Hawai’i at Manoa with a BA in Music, Captain Jones moved to Atlanta seeking a career in Education. Captain Jones started her career with the Department of Corrections in 1995, training and learning several positions and climbing the career ladder. Captain Jones is currently assigned the role of Chief of Staff.
Carsandra Wiggins
Major
A native of Columbus, Georgia, Carsandra Wiggins was appointed by then Interim Chief Elder Dancy to serve as the Administrative Major for the Department of Corrections in March 2023. Carsandra Wiggins joined the City of Atlanta Department of Corrections in February 1995 serving as a Corrections Officer.
In 2005, Carsandra Wiggins joined the Administrative Services Division serving in dual roles as a Senior Officer and the Administrative Analyst Assistant. She served in different capacities as a Lieutenant beginning in 2018. On July 2, 2020, she was appointed to the Chief of Staff reporting directly to the Office of the Chief. Additionally, Carsandra Wiggins has served as the Office of Professional Accountability Commander and the Department’s Accreditation Manager.
A 1993 graduate of Georgia State University, she received a Bachelor of Science Degree in Criminal Justice. In 2012, she received a Master of Public Administration (MPA).
Carsandra Wiggins is an active member of the community. She is an active member of Alpha Kappa Alpha Sorority, Incorporated Theta Omicron Omega Chapter. She is a volunteer Basketball Coach at Southwest Atlanta Christian Academy.
Among many awards, Carsandra Wiggins was inducted into the 2019 Athletic Hall of Fame Class at Jordan Vocational High School for basketball and softball. She was inducted into Georgia State University Sports Hall of Fame in 2024 for Women’s Basketball. Carsandra Wiggins is a proud wife and mother.
Allen McDaniel
Major
Allen McDaniel, a native of West Philadelphia, began his career in 1990 when he enlisted in the United States Navy. After five years of honorable service, he relocated to Atlanta, Georgia, in 1995 and joined the City of Atlanta Department of Watershed.
In 1998, Major McDaniel transitioned to the Atlanta Department of Corrections, marking the start of his law enforcement career. Major McDaniel has demonstrated exceptional dedication and leadership, completed numerous specialized trainings and has earned key certifications. In 2010, he became a certified Emergency Response Team Operator and in 2013, he successfully completed the Basic Law Enforcement Training Academy.
Major McDaniel’s leadership career continued with his promotion to Lieutenant in 2016, followed by his appointment as Captain in 2023. During this time, he served as Watch Commander on both night and day shifts, ensuring high operational standards and safety.
In 2025, he was appointed to major and is currently responsible for the operation of Housekeeping, Vehicle Fleet Management, Transport Services, Outside Detail, Building Maintenance, and the Emergency Response Team.
With over two decades of experience in law enforcement and public service, Major McDaniel exemplifies professionalism, integrity, and a commitment to excellence.
Marnita Travis
Facility Commander
A native of Atlanta, Major Marnita Travis was appointed by Intern Chief Elder Dancy to serve as the Facility Commander of the City of Atlanta Department of Corrections in September of 2021. Marnita Travis joined the Department of Corrections in March of 2005 serving as a Corrections Officer.
In January of 2015 Marnita Travis was appointed to the rank of Sergeant as the City of Atlanta Department of Corrections Court Detention Commander. Later the same year in July she was promoted to the rank of Lieutenant within the Detention Division. April 2017, Marnita Travis was appointed as Captain, overseeing the daily operations of Grady Detention, Court Detention, and Detention Day Watch shift. In this role she developed strategies and curriculums for training in Court Detention and oversaw the implementation of “Cashless Bail Bond Release” legislation.
Major Marnita Travis received a Bachelor of Science degree in Criminal Justice as Summa Cum Laude from Atlanta Metropolitan State College Spring of 2024.
Throughout her tenure, Major Travis has been the recipient of several awards; Officer of the Year 2014, Supervisor of the Year 2016, Team Spirit- Court Detention 2019, and Recipient of the Assistant Chief’s Award of Merit 2019.
