2016 Comprehensive Development Plan

The City of Atlanta 2016 Comprehensive Development Plan (CDP) was adopted on November 21, 2016. The development and adoption of a comprehensive plan is a requirement for local governments called for by the Georgia Planning Act of 1989. In addition, the Charter of the City of Atlanta (Section 3-601) mandates the preparation of a Comprehensive Development Plan (CDP) every 3 to 5 years. The Georgia Planning act of 1989 calls for local governments to develop and adopt a comprehensive plan. The Georgia Department of Community Affairs (DCA) establishes the standards and procedures for coordinated and comprehensive planning as well as the date by which a comprehensive plan must be adopted.
The Comprehensive Development Plan is a guide to the growth and development of the City of Atlanta. It sets forth the development vision, policies and an implementation plan for the City and its neighborhoods for the next twenty years.

Comprehensive planning is the foundation for quality growth management. The comprehensive plan brings together and addresses all aspects of community and economic functions with the objective of sustaining and improving these functions in the future. The Comprehensive Development Plan addresses, but is not limited to the following topics: population, economic development, housing, natural resources, historic resources, community facilities, transportation, urban design, and land use.

2017 Comprehensive Development Plan Quarterly public hearing schedule - This schedule is relevant for rezoning applications that require a future land use amendment. More information can be found by reading the Zoning/Future Land Use Compatibility Table.

2016 CDP Public Hearings

The Local Planning Standards calls for two public hearings to be held during the development of the Comprehensive Plan.

First Required Public Hearing: The first public hearing was held at the beginning of the process to develop the 2016 CDP. The purpose of the hearing was to brief the community on the process to be used in the development of the plan, opportunities for public participation in the development of the plan and to obtain input of the proposed planning process. After the first public hearing, the process for developing the plan began. The first public hearing was held on April 26, 2016 during the CD/HR Committee meeting.

Second Required Public Hearing: The second public hearing was held after the plan was drafted and made available for public comment. This provided the opportunity to inform the public on the adoption process and to make final changes. The second public hearing was held on September 12, 2016 (3rd quarter public hearing).

Community Engagement: 

There were two rounds of community meetings. Each round consisted of four meetings, one in each quadrant of the city - NW, NE, SW and SE  (see attached Quadrant Map).

* Round 1 Meeting: Vision, Needs and Opportunities: A series of meetings were held throughout the City of Atlanta to introduce the 2016 Comprehensive Development Plan, the planning process, review and prioritize the needs and opportunities for each subject areas. The Round I meetings was held in June.

* Round 2 Meeting and Character Areas: A series of Round 2 meetings were held throughout the City of Atlanta to discuss, review and revise Character Areas. Character Area Maps were reviewed and discussed the key characteristics that were present, the desired characteristics, as well as what to preserve/maintain, change/redevelop, create and connect for each Character Area. Recommended policies and implementations measures were also discussed. The Round 2 meetings were held in July.
