AMANDA RHEIN | CHIEF HOUSING OFFICER


Amanda Rhein brings over 20 years of experience in equitable development, affordable housing, and community revitalization. As Executive Director of the Atlanta Land Trust, she has led its transformation into a nationally recognized model, with over 100 homes in trust and 100 more underway. A member of the Mayor’s Affordable Housing Taskforce, Rhein has helped deliver over 12,000 housing units in less than four years. Her previous roles include leading MARTA’s transit-oriented development program and driving $3.5 billion in investment at Invest Atlanta. Rhein holds a Master of City and Regional Planning from Georgia Tech and a bachelor’s in sociology from Boston College.

CHATIQUA ELLISON | DEPUTY CHIEF HOUSING OFFICER AND SENIOR ADVISOR TO MAYOR ON HOMELESSNESS 


An Atlanta native, Chatiqua Ellison brings over a decade of public service experience and a deep commitment to equity and compassion in housing. As Deputy Chief Housing Officer, she has led major initiatives including the Forest Cove Relocation, rehousing 193 families, and the Rapid Housing Initiative, which has delivered over 300 quick-delivery homes—highlighted by The Melody, Atlanta’s first container home community. She also led the City’s Homelessness Taskforce and co-launched the City’s Grocery Initiative to expand access to fresh food. CHANEL ZEISEL | DIRECTOR OF HOUSING POLICY


As the Director of Housing Policy for the City of Atlanta Mayor’ s Office, Chanel works to develop and implement policy initiatives and programs around housing affordability. Chanel began her career in housing as a project manager in affordable housing development and compliance in New York City. She then led a division of Citi Bike, the largest bike share system in the US, before moving to Georgia to complete a law degree at Georgia State University and a fellowship with Bloomberg Associates researching the intersection of energy efficiency and affordable housing in Atlanta. WILL TUCKER  | DIRECTOR OF HOUSING INNOVATION LAB


William Tucker serves as Director of the Housing Innovation Lab, where he leads a team of policy experts and planners focused on advancing housing affordability and security for Atlanta residents. Since joining the City of Atlanta in 2021, he has played a key role in shaping housing policy, including as a founding member of the Mayor’s Office of Policy housing team. KATIE MOLLA | DIRECTOR OF SPECIAL PROJECTS


Katie Molla serves as Director of Special Projects, supporting the City’s efforts around fresh food access, downtown homelessness strategies, and Tax Allocation District (TAD) implementation. Since joining the City in 2023, she has brought a multidisciplinary perspective shaped by previous roles, including serving on Senator Jon Ossoff’s Judiciary team in Washington, D.C. Molla holds a Master of Public Policy from Georgetown University, a Master of Biomedical Science from the University of South Florida, and a B.S. in Exercise Science from Florida State University. COLIN DELARGY | ASSISTANT DIRECTOR OF SPECIAL PROJECTS 


Colin Delargy serves as Assistant Director of the Housing Innovation Lab, where he focuses on housing finance, planning, and policy. Since joining the Lab in 2022, he has played a key role in initiatives such as the Atlanta Urban Development Corporation, the Senior Wills Initiative, and the City’s Single-Family Housing Strategy. Delargy holds dual master’s degrees in City and Regional Planning and Public Policy from Georgia Tech, and a bachelor’s in City and Regional Planning from the Technische Universität Berlin. CAROLYN KOVAR | ASSISTANT DIRECTOR OF HOUSING DELIVERY 


Carolyn Kovar leads the City’s efforts to develop affordable housing on public land, guiding projects from due diligence through community engagement and rezoning. She launched the Common Intake Form to streamline public financing requests and manages the City’s biweekly housing pipeline review. Prior to this role, Kovar oversaw the C-PACE program at Invest Atlanta. She holds a Master of Public Policy from Georgia State University and completed the Financing and Deploying Clean Energy Program at Yale University. Contact her ckovar@atlantaga.gov.

 SAMANTHA-NICOLE TERRY | SENIOR POLICY ANALYST 


With 27 years of service to the City of Atlanta, Samantha‑Nicole Terry supports housing and homelessness initiatives through policy development, project coordination, and community engagement. She manages the City’s Faith-Based Development Initiative (FBDI), and plays a key role in advancing rapid housing delivery and cross-departmental collaboration to promote equitable housing solutions. Terry holds a Master's of Public Administration and is a doctoral candidate in Human Services, with a strong commitment to building resilient, inclusive neighborhoods. MATT DELICATA | SENIOR REAL ESTATE ADVISOR 


Matt Delicata brings nearly two decades of experience in commercial real estate investment and development across both the public and private sectors. He has played a key role in the development, investment, and asset management of nearly $2 billion in mixed-use, office, and multifamily projects. Prior to joining the City, Delicata served as Senior Project Manager at Atlanta BeltLine, Inc., where he advanced land acquisition and secured key property rights for project completion.
