Draft 2016 – 2020 Workforce Innovation and Opportunity Act (WIOA) Local Plan and Regional Plan

The Workforce Innovation and Opportunity Act (WIOA) requires local workforce development boards (LWDBs) to develop and submit, in partnership with the chief local elected official (CLEO), a comprehensive four-year plan to the State of Georgia. The Local Plan reflects the current and future strategies and efficiencies that the WorkSource Atlanta Board will use to address the continuing modernization of the City’s public workforce system and creation of a customer-centered system: where the needs of businesses and job seekers drive workforce solutions; where One-Stop Career Centers provide excellent customer service; and where the workforce system supports strong regional economies, as well as alignment with updated State and local priorities.


Legal Notice – 30-Day Public Review and Comment Period

In accordance with the Workforce Innovation and Opportunity Act of 2014, Section 108(d), the workforce development board shall make copies of the proposed local plan available to the public through electronic and other means; allow for public comment not later than the end of the 30-day period beginning on the date the proposed plan is made available; and, include with submission of the local plan any comments that represent disagreement with the plan.

The Local Workforce Investment Board for the City of Atlanta (Local Workforce Development Area #3), which serves as the administrative entity for Workforce Innovation and Opportunity Act (WIOA) funds which have been allocated to the City of Atlanta by the State of Georgia (Department of Economic Development, Workforce Division) will submit its Final 2016-2020 WIOA Local Plan to the Georgia Department of Economic Development, Workforce Development no later than August 31, 2016.

A copy of the plan will be available at the front desk of the above address from 8:30 am – 5:00 pm, on business days, from Wednesday, July 13, 2016 through Friday, August 12, 2016.


A copy of the plan also will be available in the City of Atlanta's Office of Municipal Clerk located at 55 Trinity Avenue, SW, Suite #2700, Atlanta, GA 30303 from 8:30 am – 5:00 pm, on business days, from Wednesday, July 13, 2016 through Friday, August 12, 2016.

For each comment, reference the plan and page number. All comments received will become public record. Personal information may be redacted upon request.

All comments will be shared verbatim with the Georgia Department of Economic Development, Workforce Division upon final submission.

Regional Plan
As required by the Workforce Innovation & Opportunity Act (WIOA), the five Local Workforce Development Boards in the 10-county metro Atlanta region (Workforce Region 3) have prepared a regional workforce plan for the City of Atlanta and the counties of Cherokee, Clayton, Cobb, DeKalb, Douglas, Fayette, Fulton, Gwinnett, Henry and Rockdale.  The document is available for review and comment on the Atlanta Regional Commission’s (ARC) website at: http://www.atlantaregional.com/workforce-solutions/overview.

A hardcopy of the regional workforce plan is available for review at the ARC office located at 40 Courtland Street NE, Atlanta, GA 30303. Contact the ARC Workforce Solutions Division at 404-463-3326 if you are interested in reviewing the document at ARC. Comments will be accepted during a 30-day period beginning July 14, 2016 and ending August 14, 2016. Email comments to: regionalwioaplancomments@atlantaregional.com.
